Urban Pathways screens the whole road network in one pass and ranks candidate corridors on the published five-factor method, including the mode best suited to each. It sits ahead of the business case, narrowing many candidates to a shortlist worth studying in detail; it is not a substitute for that detailed work.
Common question: does this replace our four-step model or patronage forecasting? No. Urban Pathways is a screening and prioritisation step upstream of detailed modelling. Every result carries an explicit confidence tier, and the output is designed to feed a business case, not stand in for one.

That lets a funder rank candidate corridors across many cities on a consistent method and direct appraisal spend to where it is most likely to be justified, with confidence tiers making data limitations visible rather than hidden.
Common question: can we trust a ranking built on incomplete or informal data? That is precisely why every result carries a confidence tier — lower-data corridors are flagged as lower confidence, not concealed. The tool’s job is to direct scarce appraisal budget to the most promising candidates, not to replace the appraisal itself.
